{"id":40337,"date":"2026-04-03T22:06:21","date_gmt":"2026-04-03T22:06:21","guid":{"rendered":"https:\/\/foreignnewstoday.com\/?p=40337"},"modified":"2026-04-03T22:06:21","modified_gmt":"2026-04-03T22:06:21","slug":"if-they-pollute-our-rivers-what-will-become-of-us-the-town-divided-between-hope-and-fear-in-brazils-amazon-oil-rush-oil","status":"publish","type":"post","link":"https:\/\/foreignnewstoday.com\/?p=40337","title":{"rendered":"\u2018If they pollute our rivers, what will become of us?\u2019: the town divided between hope and fear in Brazil\u2019s Amazon oil rush | Oil"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<p class=\"dcr-130mj7b\"><span style=\"color:var(--drop-cap);font-weight:500\" class=\"dcr-15rw6c2\">C<\/span>overing a densely forested area larger than Wales, the municipality and city of <a href=\"https:\/\/cidades.ibge.gov.br\/brasil\/ap\/oiapoque\/panorama\" data-link-name=\"in body link\">Oiapoque<\/a>, in <a href=\"https:\/\/www.theguardian.com\/global-development\/article\/2024\/jul\/09\/pristine-forests-and-grinding-poverty-why-shouldnt-brazils-amapa-state-embrace-oil-wealth\" data-link-name=\"in body link\">the state of Amap\u00e1<\/a>, is an isolated yet renowned part of <a href=\"https:\/\/www.theguardian.com\/world\/brazil\" data-link-name=\"in body link\">Brazil<\/a>, thanks to a popular national saying. \u201cFrom Oiapoque to Chu\u00ed\u201d highlights the country\u2019s northernmost and southernmost points, respectively, illustrating its vastness.<\/p>\n<p class=\"dcr-130mj7b\">Although well known, it is a remote area with about 30,000 inhabitants where less than 2% <a href=\"https:\/\/cidades.ibge.gov.br\/brasil\/ap\/oiapoque\/panorama\" data-link-name=\"in body link\">of the houses<\/a> have access to proper sewage treatment. One-third of its residents are Indigenous people from four ethnic groups living in 68 hamlets across three Indigenous lands, 66 of which have electricity for less than 12 hours a day.<\/p>\n<p class=\"dcr-130mj7b\">Yet now there is hope for significant development, although this is coupled with great fear.<\/p>\n<p class=\"dcr-130mj7b\">At the northern edge of Brazil\u2019s coastline, Oiapoque has been transformed into an operational base for Atlantic Ocean ultra-deepwater drilling by state-controlled company Petrobras \u2013 one of the <a href=\"https:\/\/agencia.petrobras.com.br\/en\/w\/perguntas-e-respostas-sobre-a-perfura%C3%A7%C3%A3o-em-%C3%A1guas-profundas-do-amap%C3%A1\" data-link-name=\"in body link\">probable new energy frontiers of Brazil<\/a>.<\/p>\n<figure id=\"531e5636-c6c2-4147-b9b0-a0bc56e3752a\" data-spacefinder-role=\"showcase\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-5h0uf4\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-9ktzqp\"><span class=\"dcr-1inf02i\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1qvd3m6\">The small city of Oiapoque is being transformed as people are drawn to it by potential oil production, which could start as soon as 2032.<\/span> Photograph: Claber Araujo<\/figcaption><\/figure>\n<p class=\"dcr-130mj7b\">Spanning four other countries, the <a href=\"https:\/\/www.argusmedia.com\/es\/news-and-insights\/latest-market-news\/2504151-brazil-struggles-on-equatorial-margin\" data-link-name=\"in body link\">Equatorial Margin<\/a> in Brazil stretches for 2,200km (1,370 miles) along the coast of six states, including 19 \u201cblocks\u201d in the Amazon River mouth basin, whose exploration rights have been acquired by <a href=\"https:\/\/www.gov.br\/anp\/pt-br\/rodadas-anp\/oferta-permanente\/opc\/5o-ciclo-da-oferta-permanente-de-concessao\/resultados-5-opc\" data-link-name=\"in body link\">several companies<\/a>. Petrobras holds a 100% stake in six blocks and has begun exploring the first in a research capacity.<\/p>\n<p class=\"dcr-130mj7b\">Amid a climate and an energy crisis, many see it as a paradox for Brazil to position itself as <a href=\"https:\/\/www.gov.br\/mme\/pt-br\/brazil-world-leader-in-energy-transition\/presentation\/BrazilWorldLeaderinEnergyTransitionCOP30MinistryofMinesandEnergy.pdf\" data-link-name=\"in body link\">a global leader in the energy transition<\/a> while aspiring to become the <a href=\"https:\/\/iea.blob.core.windows.net\/assets\/493a4f1b-c0a8-4bfc-be7b-b9c0761a3e5e\/Oil2024.pdf\" data-link-name=\"in body link\">world\u2019s fifth-largest oil producer by 2030<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">Oil has already been <a href=\"https:\/\/en.clickpetroleoegas.com.br\/mesmo-batendo-recordes-na-producao-de-petroleo-e-se-consagrando-como-potencia-exportadora-o-brasil-ainda-tem-uma-forte-dependencia-de-derivados-importados-o-que-falta-para-que-o-nosso-pais-possa-ser\/\" data-link-name=\"in body link\">Brazil\u2019s main export product<\/a> for two consecutive years, surpassing soya beans.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThis paradox is present in any country that takes seriously the transition away from fossil fuels, as the global economy is organised around them,\u201d says Miriam Garcia, senior climate policy manager at World Resources Institute (WRI) Brasil. \u201cWe still need to increase energy efficiency and eliminate energy poverty by providing universal access to affordable renewable energy.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The first block in which Petrobras began exploratory drilling on 20 October 2025 was <a href=\"https:\/\/www.upstreamonline.com\/exploration\/shocked-petrobras-baffled-by-decision-to-block-foz-do-amazonas-frontier-drilling\/2-1-1453501\" data-link-name=\"in body link\">FZA-M-59<\/a>, previously <a href=\"https:\/\/www.gov.br\/ibama\/pt-br\/assuntos\/noticias\/2023\/ibama-nega-licenca-de-perfuracao-na-bacia-da-foz-do-amazonas\" data-link-name=\"in body link\">under BP\u2019s control<\/a>. Building a safety structure in Oiapoque, located 175km (110 miles) away, was one of the requirements set by Ibama, the federal environmental regulator, to grant the research licence.<\/p>\n<figure id=\"a4a977cd-d348-4b5b-9173-c0e32accd587\" data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-173mewl\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-fd61eq\"><span class=\"dcr-1inf02i\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1qvd3m6\">Exploratory drilling at the Morpho well, part of block FZA-M-59 in the Foz do Amazonas basin.<\/span> Photograph: Courtesy of Petrobras<\/figcaption><\/figure>\n<p class=\"dcr-130mj7b\">\u201cIt\u2019s like a fire extinguisher: it has to be nearby,\u201d says Rodrigo Agostinho, president of Ibama. \u201cAn accident risk is not only related to Petrobras, as there is already very strong neighbouring oil activity.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The concerns of nature campaigners and environmental authorities were given credence on 4 January, 76 days after drilling began, when <a href=\"https:\/\/atosoficiais.com.br\/anp\/resolucao-n-882-2022\" data-link-name=\"in body link\">the first incident occurred<\/a>. Petrobras <a href=\"https:\/\/valorinternational.globo.com\/business\/news\/2026\/01\/09\/regulators-want-petrobras-to-explain-drilling-leak.ghtml\" data-link-name=\"in body link\">reported a leak of 113 barrels<\/a> (18 cubic metres) of drilling fluid.<\/p>\n<p class=\"dcr-130mj7b\">According to the company, \u201cthe fluid meets permitted toxicity limits and is biodegradable, with no damage to the environment or to people\u201d. Yet Ibama expressed \u201c<a href=\"https:\/\/www1.folha.uol.com.br\/ambiente\/2026\/01\/ibama-cita-grande-preocupacao-com-foz-do-amazonas-e-cobra-reuniao-com-petrobras-sobre-vazamento.shtml\" data-link-name=\"in body link\">serious concern<\/a>\u201d and fined the company 2.5m Brazilian reais (\u00a3360,000).<\/p>\n<p class=\"dcr-130mj7b\">A <a href=\"https:\/\/www.dw.com\/pt-br\/vazamento-da-petrobras-provoca-danos-na-fauna-da-foz-do-amazonas\/a-75948671\" data-link-name=\"in body link\">technical report<\/a>, now under seal, said the chemical contains enough toxic substances to affect marine animals\u2019 basic functions until the chemicals are completely degraded. Other key organisms may have been eliminated in the affected area, which changes the dynamics of the food chain.<\/p>\n<p class=\"dcr-130mj7b\">Petrobras halted operations for more than 30 days, reported the causes and was authorised by the National Petroleum Agency (ANP) to resume after replacing all sealing elements and training the workers involved.<\/p>\n<p class=\"dcr-130mj7b\">In Oiapoque, the population is divided. If the Equatorial Margin\u2019s potential is confirmed, production would begin between 2032 and 2035. This prospect is drawing in new residents who are interested in developing safety infrastructure, improving air transport, and expecting projections of <a href=\"https:\/\/agenciabrasil.ebc.com.br\/economia\/noticia\/2025-10\/governador-e-ministro-apoiam-estudo-da-petrobras-na-margem-equatorial\" data-link-name=\"in body link\">54,000 direct and indirect jobs<\/a>, along with a 60% increase in Amap\u00e1\u2019s GDP.<\/p>\n<figure id=\"c9e71292-784e-44bb-bfa0-8b9cac68c4bc\" data-spacefinder-role=\"showcase\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-5h0uf4\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-9ktzqp\"><span class=\"dcr-1inf02i\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1qvd3m6\">The Foz do Amazonas basin, where 19 of the blocks designated for oil exploration are located.<\/span> Photograph: Enrico Marone\/Greenpeace<\/figcaption><\/figure>\n<p class=\"dcr-130mj7b\">Petrobras says it will prioritise local labour, as it did in the Urucu field, with the workforce largely made up of people from the Amazon region.<\/p>\n<p class=\"dcr-130mj7b\">For the time being, the outlook seems realistic. A rescue exercise conducted in August generated <a href=\"https:\/\/brasilenergia.com.br\/petroleoegas\/logistica\/simulado-movimenta-mais-de-r-50-milhoes-no-oiapoque\" data-link-name=\"in body link\">50m Brazilian reais<\/a><strong> <\/strong>of economic activity in goods and services, equivalent to 10% of Oiapoque\u2019s GDP. Food and rent prices <a href=\"https:\/\/braziljournal.com\/na-foz-do-amazonas-o-amapa-sonha-com-os-bilhoes-de-petrodolares\/\" data-link-name=\"in body link\">have risen<\/a>; <a href=\"https:\/\/www.bbc.com\/portuguese\/articles\/c4g64x5qj4xo\" data-link-name=\"in body link\">800 students<\/a> are waiting for vacancies in the municipal school system; formal and makeshift buildings are going up in seven new neighbourhoods in deforested areas.<\/p>\n<figure id=\"91444aaa-611f-41d3-96b7-dc827dbb68b8\" data-spacefinder-role=\"supporting\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-a2pvoh\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-9ktzqp\"><span class=\"dcr-1inf02i\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1qvd3m6\">Edmilson dos Santos Oliveira of the Council of Chiefs of the Indigenous Peoples of Oiapoque.<\/span> Photograph: Handout<\/figcaption><\/figure>\n<p class=\"dcr-130mj7b\">But development is threatened by the city\u2019s history of political instability and recurrent <a href=\"https:\/\/www.youtube.com\/watch?v=NO-lUXDxkXU&amp;t=167s\" data-link-name=\"in body link\">cases of corruption<\/a>. The mayor and deputy mayor had their <a href=\"https:\/\/g1.globo.com\/ap\/amapa\/noticia\/2025\/12\/15\/tre-ap-declara-vacancia-em-oiapoque-e-determina-novas-eleicoes-municipais.ghtml\" data-link-name=\"in body link\">mandates annulled for vote-buying<\/a>, with extraordinary elections scheduled for 12 April.<\/p>\n<p class=\"dcr-130mj7b\">Environmental consequences have also begun. \u201cAt first, it was the daily low-flying aircraft and helicopter flights. Birds fled far away, no one knows where,\u201d says Edmilson dos Santos Oliveira, general coordinator of the Council of Chiefs of the Indigenous Peoples of Oiapoque. \u201cWe have survived for thousands of years by taking [our livelihood] from nature. If they pollute our rivers, what will become of us?\u201d<\/p>\n<p class=\"dcr-130mj7b\">The Equatorial Margin is known for its strong, complex ocean currents. It hosts one of the most biodiverse marine ecosystems on the planet, home to <a href=\"https:\/\/revistapesquisa.fapesp.br\/en\/freshwater-mangroves\/\" data-link-name=\"in body link\">a rare type of mangrove<\/a> and a <a href=\"https:\/\/www.theguardian.com\/environment\/2018\/apr\/17\/amazon-coral-reef-oil-drilling-destruction-greenpeace\" data-link-name=\"in body link\">coral reef system<\/a> that are regulators of global temperatures.<\/p>\n<aside data-spacefinder-role=\"supporting\" data-gu-name=\"pullquote\" class=\"dcr-19m4xhf\"><svg viewbox=\"0 0 22 14\" style=\"fill:var(--pullquote-icon)\" class=\"dcr-scql1j\"><title>double quotation mark<\/title><path d=\"M5.255 0h4.75c-.572 4.53-1.077 8.972-1.297 13.941H0C.792 9.104 2.44 4.53 5.255 0Zm11.061 0H21c-.506 4.53-1.077 8.972-1.297 13.941h-8.686c.902-4.837 2.485-9.411 5.3-13.941Z\"\/><\/svg><\/p>\n<blockquote class=\"dcr-zzndwp\"><p>We are not against development, but we are not included in the impact assessment \u2026 We want to be heard<\/p><\/blockquote>\n<footer><cite>Luene Karipuna, Indigenous activist<\/cite><\/footer>\n<\/aside>\n<p class=\"dcr-130mj7b\">A study in <a href=\"https:\/\/www.nature.com\/articles\/s41893-025-01648-z\" data-link-name=\"in body link\">Nature Sustainability<\/a> stated that containing an oil accident in this region would be more difficult and time-consuming than the <a href=\"https:\/\/www.theguardian.com\/environment\/bp-oil-spill\" data-link-name=\"in body link\">BP oil spill<\/a> in the Gulf of Mexico. <a href=\"https:\/\/abori.com.br\/amazonia\/conter-vazamento-de-petroleo-na-margem-equatorial-seria-mais-dificil-que-em-desastre-no-golfo-do-mexico\/\" data-link-name=\"in body link\">Models show<\/a> that it would threaten species such as the jaguar, as well as economic activities such as a\u00e7a\u00ed harvesting, tourism and fishing.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThere are no public policies for the research phase, and the damage is already irreversible now,\u201d says Luene Karipuna, executive coordinator for the Articulation of Indigenous Peoples and Organisations of Amap\u00e1 and Northern Par\u00e1. \u201cWe are not against development, but we are not included in the impact assessment. It is as if there were no <a href=\"https:\/\/www.theguardian.com\/world\/indigenous-peoples\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Indigenous peoples<\/a> and lands in the region. We want to be heard.\u201d<\/p>\n<figure id=\"83637487-3c1b-48bf-bfe9-60ec1ba8a9bf\" data-spacefinder-role=\"supporting\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-a2pvoh\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-9ktzqp\"><span class=\"dcr-1inf02i\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1qvd3m6\">The Equatorial Margin\u2019s coral reef system is a regulator of global temperatures.<\/span> Photograph: Greenpeace<\/figcaption><\/figure>\n<p class=\"dcr-130mj7b\">Petrobras says it strictly complies with the requirements of the competent authorities and that consultation with communities is not required for this activity.<\/p>\n<p class=\"dcr-130mj7b\">Campaigners say Brazil lacks a mandatory framework of safeguards for each stage of projects, and existing <a href=\"https:\/\/ipam.org.br\/brazilian-science-launches-manifesto-against-environmental-licensing-bill\/\" data-link-name=\"in body link\">environmental legislation has been weakened<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIn these large-scale ventures, by the time public consultations take place, an absurd amount of time, money and political capital has already been invested,\u201d says Caroline Rocha, executive director at Latin American climate lawyers initiative for mobilising action (Laclima).<\/p>\n<p class=\"dcr-130mj7b\">Fel\u00edcio Pontes Jr, a federal regional prosecutor, says other large developments, such as road paving, the opening of waterways, hydroelectric dams and oilfields, have followed similar dynamics in the Amazon for decades.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWhat all these projects have in common is the rendering invisible of affected communities, a practice adopted during the military dictatorship and replicated into the 21st century,\u201d he says.<\/p>\n<p class=\"dcr-130mj7b\">Recent history speaks for itself. Communities around the <a href=\"https:\/\/www.cambridge.org\/core\/journals\/environmental-conservation\/article\/abs\/droughts-and-controlled-rivers-how-belo-monte-dam-has-affected-the-food-security-of-amazonian-riverine-communities\/EAB8C1D6132784F17A0C637BB8CCEFB6\" data-link-name=\"in body link\">Belo Monte dam<\/a> continue to lack access to electricity and food, and fishers receive insurance payments far below their previous earnings. The federal public prosecutor\u2019s office in Par\u00e1 has filed lawsuits to seek compensation for unforeseen impacts at Belo Monte and in Oiapoque.<\/p>\n<p class=\"dcr-130mj7b\">Another example of a new oil exploration frontier lies in the dense Amazon rainforest. In the Urucu field, the country\u2019s largest onshore oil and gas project, the average production is 105,000 barrels of oil equivalent a day. Nearly 100 wells were drilled <a href=\"https:\/\/agenciabrasil.ebc.com.br\/economia\/noticia\/2016-12\/urucu-completa-30-anos-de-exploracao-de-petroleo-em-plena-amazonia\" data-link-name=\"in body link\">40 years ago<\/a>, and Petrobras plans to drill 22 new wells, starting two in 2026, with a <a href=\"https:\/\/brasilenergia.com.br\/brasilenergia\/amazonas-oge-2026\/entrevista-com-stenio-galvao-gerente-executivo-de-terra-e-aguas-rasas-da-petrobras\" data-link-name=\"in body link\">$500m investment<\/a> by 2030.<\/p>\n<figure id=\"6275ea36-0568-4b48-a79c-8068cdbb73aa\" data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"dcr-173mewl\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-fd61eq\"><span class=\"dcr-1inf02i\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1qvd3m6\">The Urucu field, the Brazil\u2019s largest onshore oil and gas project, has been in operation since 1988.<\/span> Photograph: Xinhua\/Alamy<\/figcaption><\/figure>\n<p class=\"dcr-130mj7b\">According to the company, the available fossil gas supplies <a href=\"https:\/\/agencia.petrobras.com.br\/en\/w\/petrobras-e-amaz%C3%B4nica-energy-firmam-primeiro-contrato-para-comercializa%C3%A7%C3%A3o-de-gnl-em-pequena-escala-a-partir-do-polo-urucu\" data-link-name=\"in body link\">65% of electricity consumption in Manaus<\/a> and five other municipalities in Amazonas state, while all the states in the north and part of the north-east of the country depend on liquefied petroleum gas. But the affected cities of Carauari and Manaus continue to face basic shortages despite the royalties and taxes they receive.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe face high levels of insecurity, drug traffickers and violence. The Indigenous work plan is not complied with, and what returns to the community is insufficient,\u201d says Mariazinha Bar\u00e9, general coordinator of the Articulation of Indigenous Organisations and Peoples of Amazonas. \u201cThose who benefit are the state and the mega-corporations.\u201d<\/p>\n<p class=\"dcr-130mj7b\">In <a href=\"https:\/\/www.theguardian.com\/world\/brazil\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Brazil<\/a>, oil and gas income is distributed through royalties and special participation based on proximity to production fields.
