developments are crowding out opportunities for housing and job-rich industries across Sydney, a <a href=\"https:\/\/www.theguardian.com\/australia-news\/new-south-wales\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">New South Wales<\/a> inquiry has heard, with one local council reporting a rise in blackouts linked to the industry\u2019s expansion.<\/p>\n<p class=\"dcr-130mj7b\">Several <a href=\"https:\/\/www.theguardian.com\/australia-news\/sydney\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Sydney<\/a> councils, all facing an influx of datacentre developments, have raised concerns about the health, environmental and amenity impacts on their local communities in submissions to the state\u2019s datacentre inquiry.<\/p>\n<p class=\"dcr-130mj7b\">Lane Cove Council, on Sydney\u2019s northern shore, expressed \u201cconcern about brownouts and blackouts increasing in Lane Cove West since the expansion of datacentres\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The council said the noise generated by datacentres could also be \u201coffensive and disruptive\u201d for local residents and wildlife, and raised health concerns related to the industry\u2019s use of back-up diesel generators.<\/p>\n<p class=\"dcr-130mj7b\">The City of Ryde, also in northern Sydney, said a cluster of twelve datacentres in Macquarie Park was \u201cdirectly competing with opportunities for residential development in locations that offer strong public transport access\u201d.<\/p>\n<figure id=\"0dea21b3-2f1c-4364-8e1a-ed739164ff3c\" data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.LinkBlockElement\" class=\"dcr-173mewl\"><a accommodated new homes in a \u201cwell\u2011serviced, strategically located precinct\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Added pressure on local water supplies from datacentres was also delaying some already approved housing projects, council\u2019s submission revealed, \u201cbecause Sydney Water has been unable to meet the required water supply capacity\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Penrith city council urged the state government to pause further approvals until \u201cutility servicing (water and power) impacts for NSW in both the short and long term are fully understood\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The Western Sydney Regional Organisation of Councils said the cumulative impact of noise, heat and emissions from datacentre clusters was rarely considered in approvals for individual projects. \u201cAt scale, these effects are significant, especially in heat-vulnerable communities in western Sydney.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWithout coordinated planning, [datacentre] growth risks compounding existing pressures on electricity networks, water systems and local environments in western Sydney, and constraining services needed to enable much-needed housing and infrastructure delivery in the region.\u201d<\/p>\n<figure data-spacefinder-role=\"inline\" A submission from the desalination plant said it could double capacity to help alleviate water supply risks.<\/p>\n<p class=\"dcr-130mj7b\">Data Centres Australia said the industry\u2019s electricity and water requirements related to cooling. \u201cCompute, as with all electrical devices (and the digital services we all use) creates heat.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The peak body said developers were already investing in power purchase agreements for renewable energy, and the industry was keen to shift its reliance off drinking water, but cited cost and supply barriers.<\/p>\n<p class=\"dcr-130mj7b\">\u201cNot all water is the same. Non-potable recycled water represents an opportunity for datacentres but we need Sydney Water to make recycled water available at an affordable price,\u201d the industry body said in a statement.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThere are things we need to do to ensure we have the energy availability in the grid to support the increased capacity, but we should not be panicking \u2013 we have a window of opportunity to address the system weaknesses like building more transmission and more firming like battery storage.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The industry has faced <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/mar\/02\/datacentres-australia-power-prices-water-supply-emissions\" data-link-name=\"in body link\">growing pressure<\/a> to address concerns about its energy and water use, with the federal government releasing a set of <a href=\"https:\/\/www.industry.gov.au\/publications\/expectations-data-centres-and-ai-infrastructure-developers\" data-link-name=\"in body link\">\u201cnational datacentre expectations\u201d<\/a> in March.
