{"id":43117,"date":"2026-04-06T19:20:10","date_gmt":"2026-04-06T19:20:10","guid":{"rendered":"https:\/\/foreignnewstoday.com\/?p=43117"},"modified":"2026-04-06T19:20:10","modified_gmt":"2026-04-06T19:20:10","slug":"private-jets-deserted-shores-and-an-unbuilt-resort-alleged-links-to-sanctioned-scam-empire-revealed-in-timor-leste-asia-pacific","status":"publish","type":"post","link":"https:\/\/foreignnewstoday.com\/?p=43117","title":{"rendered":"Private jets, deserted shores and an unbuilt resort: alleged links to sanctioned \u2018scam\u2019 empire revealed in Timor-Leste | Asia Pacific"},"content":{"rendered":"<p><br \/>\n<\/p>\n<div>\n<figure id=\"d3823f70-fdbf-40c7-8d44-b1da37320661\" data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.InteractiveAtomBlockElement\" class=\"element element-atom dcr-173mewl\"\/>\n<p class=\"dcr-130mj7b\">Guests were enticed with the promise of luxury villas overlooking aquamarine seas; a world-first crypto resort where the tech elite could commune over the latest digital innovation in opulent surrounds.<\/p>\n<p class=\"dcr-130mj7b\">The promotional material from June last year pitched a sprawling, futuristic development that would hug the coastline of <a href=\"https:\/\/www.theguardian.com\/world\/timor-leste\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Timor-Leste<\/a>, one of the world\u2019s poorest countries, and donate a percentage of profits to philanthropy.<\/p>\n<p class=\"dcr-130mj7b\">But in February, when a joint investigative team visited the proposed site of the AB Digital Technology Resort \u2013 separated from Dili airport by a barbed-wire fence \u2013 we found an empty plot dotted with shrubs.<\/p>\n<p class=\"dcr-130mj7b\">The planned resort is at the heart of a four-month investigation by the Guardian and Organised Crime and Corruption Reporting Project into an obscure cryptocurrency and blockchain network known as AB.<\/p>\n<figure id=\"7c993b87-34ce-4036-a995-d810f9257a1e\" data-spacefinder-role=\"showcase\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"element element--showcase element-showcase dcr-5h0uf4\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-9ktzqp\"><span class=\"dcr-1inf02i\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1qvd3m6\">The site of the proposed digital resort in Tasi Tolu, Dili.<\/span> Photograph: Kate Lamb\/The Guardian<\/figcaption><\/figure>\n<p class=\"dcr-130mj7b\">Our investigation has uncovered an alleged connection between three individuals involved with the resort project and the Cambodia-based Prince Group, a multibillion-dollar transnational network accused of money laundering and fraud through elaborate scams reliant on human trafficking, slavery and violence. The AB network is not accused of criminality and the three individuals have since been removed from the project.<\/p>\n<p class=\"dcr-130mj7b\">Scam centres have flourished in south-east Asia and now represent a massive illicit industry. Experts say scam operators are looking further afield for a vulnerable next target.<\/p>\n<p class=\"dcr-130mj7b\">Last year the UN issued a warning about the risk of (unnamed) scam networks infiltrating Timor-Leste. We have scrutinised corporate records, official documents, flight manifests, text messages and photographs.<\/p>\n<p class=\"dcr-130mj7b\">What began as questions about an unusual crypto resort in a developing country quickly became a labyrinthine investigation involving former world leaders, cross-border deals, private jets and a dizzying array of contradictory answers, including some outright denials, from those ostensibly involved.<\/p>\n<p class=\"dcr-130mj7b\">As we approached key players in the resort \u2013 one of whom, it can be revealed, is a foreign national granted a diplomatic passport in Timor-Leste \u2013 details were removed from the AB website.<\/p>\n<p class=\"dcr-130mj7b\">One former world leader who was cited supporting the project in promotional material denied when approached that the quote was his \u2013 along with<strong> <\/strong>any knowledge of the project.<\/p>\n<p class=\"dcr-130mj7b\">The resort announcement on the AB website has now been taken offline. But shareholders in the resort company said the development will go ahead.<\/p>\n<p class=\"dcr-130mj7b\">Questions remain about its purpose and, as the president of Timor-Leste told the Guardian and OCCRP, whether it is \u201creally a resort, or just talk\u201d.<\/p>\n<h2 id=\"the-sanctions-against-prince-group\" class=\"dcr-12ibh7f\">The sanctions against Prince Group<\/h2>\n<p class=\"dcr-130mj7b\">The multinational conglomerate Prince Holding Group was <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sb0278\" data-link-name=\"in body link\">sanctioned by the US Treasury<\/a> in October last year for allegedly operating large-scale online scam operations across south-east Asia. It is not clear what charges he faces there. They have not been charged.<\/p>\n<p class=\"dcr-130mj7b\">Yang Jian, who was listed as the majority shareholder of the AB Digital Technology Resort LDA when it was registered in June 2025, was four months later sanctioned for involvement in a different luxury resort in Palau. He said the allegations against him lacked \u201csufficient factual basis\u201d and he had been inadvertently drawn into the matter.<\/p>\n<p class=\"dcr-130mj7b\">He said he intended to defend his \u201clawful rights\u201d, had never engaged in illegal conduct and denied any association with Prince Group. His only interactions with Chen were casual dinners and \u201csome simple chat about cigars\u201d, including in Singapore in March 2023.<\/p>\n<p class=\"dcr-130mj7b\">He said the Timor-Leste project was established and operated lawfully and had \u201cno connection whatsoever to scam compounds\u201d.<\/p>\n<h2 id=\"crime-networks-infiltrate-timor-leste\" class=\"dcr-12ibh7f\">Crime networks infiltrate Timor-Leste<\/h2>\n<p class=\"dcr-130mj7b\">Dili, a seaside capital of more than 300,000 people, features murals memorialising the heroes who resisted Timor-Leste\u2019s 24-year occupation by Indonesia, including President Jos\u00e9 Ramos-Horta. For more than two decades he served as foreign minister-in-exile, a role for which he was jointly awarded the Nobel peace prize.<\/p>\n<p class=\"dcr-130mj7b\">The streets are dotted with red Grand Dragon lottery booths emblazoned with the slogan \u201cOne Dollar, One Dream\u201d. One promoted the country as \u201cAsia\u2019s Next Malta\u201d.<\/p>\n<p class=\"dcr-130mj7b\">But concern about the rise of transnational crime has been brewing in the capital since the raid of an alleged scam operation in Oecusse, a remote pocket of the country, in August. There is no suggestion that operation is connected to the AB Digital Technology Resort.<\/p>\n<p class=\"dcr-130mj7b\">In September <a href=\"https:\/\/www.unodc.org\/roseap\/en\/2025\/09\/timor-leste-organized-crime\/story.html\" data-link-name=\"in body link\">the UN issued a warning<\/a> about the infiltration of unnamed \u201ctransnational organized crime groups\u201d through investment in Timorese companies by criminals, and one of the country\u2019s most senior politicians published a blistering open letter on Facebook.<\/p>\n<p class=\"dcr-130mj7b\">In the <a href=\"https:\/\/www.facebook.com\/agio.pereira\/posts\/pt-manifesto-para-a-defesa-de-timor-leste-um-apelo-a-todos-os-patriotas-estudant\/10235215378219006\/\" data-link-name=\"in body link\">extraordinary manifesto<\/a>, \u00c1gio Pereira, the minister of the presidency of the council of ministers, said Timor-Leste risked becoming \u201can amusement park for transnational crime syndicates\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWill we be a sovereign nation governed by democratic laws and institutions,\u201d he asked, \u201cor will we become a criminal state possessed by foreign mafia?\u201d<\/p>\n<figure id=\"a09a94a9-7ff3-47cc-af24-b6f362ce1334\" data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"element element--inline element-inline dcr-173mewl\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-fd61eq\"><span class=\"dcr-1inf02i\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1qvd3m6\">Street gambling in Dili.<\/span> Photograph: Kate Lamb\/The Guardian<\/figcaption><\/figure>\n<p class=\"dcr-130mj7b\">Pereira claimed that \u201csuitcases full of dirty money\u201d were being ferried into the country, and that fellow politicians were under pressure to keep quiet. The government has not yet responded.<\/p>\n<h2 id=\"the-businessman-and-the-president\" class=\"dcr-12ibh7f\">The businessman and the president<\/h2>\n<p class=\"dcr-130mj7b\">The untouched beaches of Timor-Leste, a half-island nation almost entirely reliant on finite oil and gas reserves, have long been seen as a potential goldmine.<\/p>\n<p class=\"dcr-130mj7b\">That promise was not lost on a group of investors who flew into Dili in November 2024 for a tourism investment forum.<\/p>\n<p class=\"dcr-130mj7b\">Images from the event show the group posing at the state palace with colourful Timorese scarfs draped over their suits, government goody bags in hand. Lin, meanwhile, said he had been authorised by another director to make them from his personal account because the foundation had not yet opened a bank account.<\/p>\n<p class=\"dcr-130mj7b\">Ramos-Horta is himself one of 28 senior advisers to the <a href=\"https:\/\/www.abfdn.org\/en\/\" data-link-name=\"in body link\">AB Foundation<\/a> set up in Ireland \u2013 invited, he said, by Lin.<\/p>\n<p class=\"dcr-130mj7b\">The president was so impressed by Lin\u2019s credentials and the possibility he could attract investment to Timor-Leste that he granted Lin a diplomatic passport. It came with a new title: special adviser to the Timor-Leste president on economic and commercial affairs, and social and humanitarian issues in the <a href=\"https:\/\/www.theguardian.com\/world\/asia-pacific\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Asia Pacific<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">A 28 July letter from Ramos-Horta, seen by the Guardian and OCCRP, requested the diplomatic passport in line with Lin\u2019s new role. It was issued the same day, although the president said this came after \u201csix months of consideration\u201d.<\/p>\n<p class=\"dcr-130mj7b\">For investors, a diplomatic passport symbolised \u201cprestige\u201d, the president said, and he had been happy to oblige if Lin could be \u201chelpful in terms of attracting investment\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe don\u2019t pay them anything,\u201d he said. \u201cSo the least we can do is [offer] some status, which they like. Such passports are expected to grant holders customs and visa privileges.<\/p>\n<p class=\"dcr-130mj7b\">The president denied that granting a diplomatic passport to an investor was unusual or that he had benefited in any way personally, saying he had been motivated only by advancing his developing nation.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI\u2019m only interested in anything anyone can help in Timor-Leste,\u201d he said.<\/p>\n<p class=\"dcr-130mj7b\">Initially the president said Lin\u2019s passport had been granted for \u201csix months to a year\u201d but a copy seen by the Guardian and OCCRP shows the passport is valid until July 2030.<\/p>\n<p class=\"dcr-130mj7b\">The Timorese president later said he could cancel the passport at any time, and would do so if it were proved that Lin was linked to Prince Group \u2013 which Lin has denied.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIf he\u2019s actually involved with the Prince [group or individuals associated with it], the whole thing, well, that\u2019s it,\u201d Ramos-Horta said. \u201cAny deal that they might have is off.\u201d<\/p>\n<h2 id=\"who-is-frank-lin\" class=\"dcr-12ibh7f\">Who is Frank Lin?<\/h2>\n<p class=\"dcr-130mj7b\">When Lin flew into Timor-Leste on a private jet, he was understood to be a well-connected entrepreneur. He often travelled with a Chinese film star. He said his shares in AB Digital Technology Resort LDA were held by a close friend.<\/p>\n<p class=\"dcr-130mj7b\">He said he had no role in the broader AB network and had \u201cdone a lot of work to bring investment to Timor-Leste\u201d \u2013 although he did not provide any examples.<\/p>\n<p class=\"dcr-130mj7b\">He denied involvement with organised crime or any other wrongdoing, and said when the US sanctions had been imposed he had immediately dismissed the three alleged Prince Group associates from the resort.<\/p>\n<p class=\"dcr-130mj7b\">\u201cTimor-Leste possesses abundant natural resources and strong potential for tourism development,\u201d Lin said of his interest in the project. He said all his activities in the country had been \u201cconducted within a legal and compliant framework, in cooperation with relevant authorities\u201d and he had never sought improper benefits.<\/p>\n<p class=\"dcr-130mj7b\">In a separate conversation he told the Guardian and OCCRP: \u201cI have always despised those who run scam compounds.\u201d<\/p>\n<p class=\"dcr-130mj7b\">In response to questions about his connection to Prince Group associates, Lin said he had taken a \u201ccourtesy ride\u201d while in the Philippines to Switzerland on the plane of Hu Xiaowei, but did not know of his alleged Prince Group connections. Hu was sanctioned under the name Chen Xiao\u2019er for his role in the Prince Group in Palau, and <a href=\"https:\/\/www.gov.uk\/government\/news\/uk-crackdown-on-vile-scam-centres-steps-up-with-sanctions-on-illicit-crypto-network\" data-link-name=\"in body link\">the UK government<\/a> alleged in March that he was \u201cinvolved in the Prince Group\u2019s financial network\u201d, which he has <a href=\"https:\/\/www.occrp.org\/en\/scoop\/how-sweeping-sanctions-missed-a-business-partner-of-the-alleged-head-of-an-major-asian-crime-organization\" data-link-name=\"in body link\">previously denied<\/a> via a spokesperson. According to Lin, this meant Yang would only become a shareholder when he completed his capital contribution \u2013 but this had not taken place because of the sanctions.<\/p>\n<h2 id=\"untangling-the-ab-entities\" class=\"dcr-12ibh7f\">Untangling the AB entities<\/h2>\n<p class=\"dcr-130mj7b\">The extent of Lin\u2019s role was only one of several mysteries we encountered while trying to unpick the wider AB ecosystem. An individual formerly cited as a spokesperson for the AB blockchain denied ever having a formal role. A team page has also been removed.<\/p>\n<p class=\"dcr-130mj7b\">Soon after we started to make inquiries, an <a href=\"https:\/\/www.ab.org\/en\/announcement\/Explanation-of-the-Main-Entities-within-the-AB-Ecosystem\/\" data-link-name=\"in body link\">explanatory chart went up on the website<\/a>, mapping out the role of each AB entity.<\/p>\n<p class=\"dcr-130mj7b\">While the similar names are confusing, we\u2019ll need to explain each one. It starts with AB DAO (an acronym for decentralised autonomous organisation), which is described as a community organisation and \u201cnot a legal entity\u201d.<\/p>\n<p class=\"dcr-130mj7b\">AB Chain, an \u201copen source blockchain network\u201d, is also not a legal entity. In November it announced it would host the cryptocurrency of the Trump family\u2019s firm, World Liberty Financial.<\/p>\n<p class=\"dcr-130mj7b\">There are two separate AB Foundations \u2013 one registered in <a href=\"https:\/\/www.theguardian.com\/world\/ireland\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\">Ireland<\/a> proposes to become a not-for-profit enterprise, while the other is a company registered in the Cayman Islands. The Irish entity was referred to as AB Charity Foundation in publicity for the Timor-Leste resort, but it is now referred to as AB Foundation Company Limited by Guarantee.<\/p>\n<p class=\"dcr-130mj7b\">It is the Cayman Islands company, according to a Chinese businessman, Jacky Sui, that supports AB DAO\u2019s projects. He describes himself as the AB ecosystem\u2019s \u201cinitiator\u201d and a \u201clongtime friend\u201d of Lin\u2019s.<\/p>\n<p class=\"dcr-130mj7b\">Bertie Ahern, meanwhile, is co-director and chairman of AB Foundation in Ireland. He was quoted on AB DAO\u2019s X account promoting the resort\u2019s \u201ceconomic and social development\u201d goals for Timor-Leste but denied when we contacted him that the quote was his. He said he was unaware and unfamiliar with any plans in Timor-Leste and with any donations made in the foundation\u2019s name.<\/p>\n<figure id=\"a2948e17-6be6-4fda-b2e3-b18b96815689\" data-spacefinder-role=\"inline\" data-spacefinder-type=\"model.dotcomrendering.pageElements.ImageBlockElement\" class=\"element element--inline element-inline dcr-173mewl\"><figcaption data-spacefinder-role=\"inline\" class=\"dcr-fd61eq\"><span class=\"dcr-1inf02i\"><svg width=\"18\" height=\"13\" viewbox=\"0 0 18 13\"><path d=\"M18 3.5v8l-1.5 1.5h-15l-1.5-1.5v-8l1.5-1.5h3.5l2-2h4l2 2h3.5l1.5 1.5zm-9 7.5c1.9 0 3.5-1.6 3.5-3.5s-1.6-3.5-3.5-3.5-3.5 1.6-3.5 3.5 1.6 3.5 3.5 3.5z\"\/><\/svg><\/span><span class=\"dcr-1qvd3m6\">Brackets left after removal of the Prince Group\u2019s logo from its headquarters in Phnom Penh.<\/span> Photograph: Sopa Images\/LightRocket\/Getty Images<\/figcaption><\/figure>\n<p class=\"dcr-130mj7b\">The organisation, he said, was \u201cindependently established and has not commenced any operation or financial arrangements with any organisation anywhere\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe have made no payments whatsoever.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The Guardian and OCCRP asked Wen Danjing, who is listed as the Irish AB Foundation\u2019s other director, about the involvement of now-sanctioned individuals in the resort project. He said the foundation had no connection to Prince Group \u201cor any criminal individuals\u201d. His \u201crelationship with AB DAO was limited solely to cooperation in charitable activities\u201d.<\/p>\n<p class=\"dcr-130mj7b\">According to a new post on the <a href=\"http:\/\/ab.org\" data-link-name=\"in body link\">ab.org<\/a> website, which appeared after we asked questions, the entities AB DAO, AB Foundation (Ireland) and the Timorese resort company signed a memorandum of understanding last year. It was formally terminated on 27 November, Sui and Lin said. The document, which we have seen, stipulated that between 5% and 10% of the resort\u2019s profits would go to AB Foundation (Ireland).<\/p>\n<p class=\"dcr-130mj7b\">According to Sui, the agreement was preliminary and had been \u201cpromptly\u201d terminated, with no money changing hands after some individuals involved in the resort were sanctioned.<\/p>\n<p class=\"dcr-130mj7b\">\u201cOur core work is focused on blockchain infrastructure,\u201d he said. \u201cWe are not involved in resort development or real estate projects.\u201d<\/p>\n<p class=\"dcr-130mj7b\">He said any proposed involvement of the AB DAO network in the resort project had now been scrapped.<\/p>\n<h2 id=\"jose-ramos-horta-reveals-his-doubts\" class=\"dcr-12ibh7f\">Jos\u00e9 Ramos-Horta reveals his doubts<\/h2>\n<p class=\"dcr-130mj7b\">The beachfront land that was the proposed site of the 300,000 sq m resort remains mostly empty, save for children playing soccer on a dirt field. Lin told us that plans were being submitted to the appropriate local authorities, rather than as a business plan to the president, and that the project was recruiting a new general manager.<\/p>\n<p class=\"dcr-130mj7b\">Ramos-Horta also acknowledged moments of doubt about Lin, including when the businessman offered him night-vision surveillance equipment \u2013 which Lin said was to improve the CCTV system for the president\u2019s house \u2013 and after he heard of the resort\u2019s alleged links to individuals associated with Prince Group. But he said he did not like to \u201cjudge people based on allegations\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cEverybody I talk to, including Singaporean business, they say, yes, he has lots of money,\u201d he said. \u201cThey say, yes, he\u2019s genuine. Because is [it] really a resort with clean money, or [for Prince Group] to wash money?<\/p>\n<p class=\"dcr-130mj7b\">\u201cIs [it] really a resort, or just talk?\u201d<\/p>\n<p class=\"dcr-130mj7b\">Lin said he understood concerns about crime in Timor-Leste but the AB company \u201cand myself are not and will never be involved in any crimes\u201d. He denied any connection with the Prince Group and called the resort project a \u201cnormal commercial activity\u201d carried out in accordance with laws.<\/p>\n<p class=\"dcr-130mj7b\">The Timorese president, who at 76 is considering a third tilt at the top job, said he would not allow the nation to be exploited by malign actors. He told us he had never interacted with the sanctioned individuals involved in the planned Dili resort and when he became aware of allegations of Prince Group connections he approached international police investigators.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe must be unforgiving and ruthless against organised crime,\u201d he said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cI lost brothers in the fight for independence and so many Timorese died for this country to be free.
