rebuild the Los Angeles Police Department, now aiming simply to stop the bleeding.<\/p>\n<p>The force has dropped to 8,677 sworn officers, its <a href=\"https:\/\/nypost.com\/2026\/01\/21\/us-news\/la-city-council-finally-approves-hiring-more-than-400-new-cops-after-drawn-out-budget-fight\/\">lowest level in nearly 25 years<\/a>, and the mayor now admits her earlier goal of restoring staffing to 9,500 officers is out of reach for the moment.<\/p>\n<p>\u201cMy goal changed, unfortunately,\u201d Bass told <a href=\"https:\/\/www.latimes.com\/california\/story\/2026-04-08\/mayor-karen-bass-lapd-staffing-goal\" target=\"_blank\" rel=\"noopener\">the Los Angeles Times<\/a>. \u201cI do hope that one day we hundred million range, with Bass set to unveil her spending plan on April 20 ahead of the new fiscal year beginning July 1.<\/p>\n<p>Negotiations with the City Council are expected to focus on avoiding layoffs and preserving core services, the LA Times reported.<\/p>\n<aside class=\"single__inline-module aligncenter wp-block-nypost-editor-primary-tag\">\n<\/aside>\n<p>Even as the department shrinks, crime across the city has dropped sharply, including homicide levels <a href=\"https:\/\/lapdonlinestrgeacc.blob.core.usgovcloudapi.net\/lapdonlinemedia\/APPROVED_2025-LAPD-ANNUAL-Review_Crime.pdf\" target=\"_blank\" rel=\"noopener\">not seen since the events like the <a href=\"https:\/\/nypost.com\/2026\/04\/01\/us-news\/fifa-world-cup-2026-ticket-website-problems-disrupt-sales\/\">FIFA World Cup<\/a> and the <a href=\"https:\/\/nypost.com\/2026\/04\/09\/us-news\/mad-dash-for-la-olympics-tickets-as-millions-more-buyers-become-eligible\/\">2028 Los Angeles Olympics<\/a> on the horizon.<\/p>\n<p>Eight percent of LAPD personnel are currently unavailable due to injury, illness, or work restrictions, contributing to slower response times for minor crimes, rising overtime costs and officer burnout, according to the the Los Angeles Police Commission.<\/p>\n<p>Bass argues her administration has tackled long-standing hiring roadblocks, particularly within the city\u2019s personnel system, which she described to the LA Times as \u201carchaic.\u201d<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption> Bass is set to unveil her spending plan on April 20. <span departures. <\/p>\n<p>A <a href=\"https:\/\/www.latimes.com\/california\/story\/2026-03-22\/bass-leads-field-for-la-mayor-but-many-voters-view-her-unfavorably-poll-finds\" target=\"_blank\" rel=\"noopener\">recent survey<\/a> paints a mixed political picture: more than half of voters view Bass unfavorably, though polls that name candidates still show her ahead.<\/p>\n<p>Another finding reveals a divided public, 39% want the LAPD to grow, 29% prefer it stays the same, and 19% support shrinking it.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter investigations. <\/p>\n<p>\u201cCertainly, <a href=\"https:\/\/x.com\/RepKarenBass\/status\/713090507195416576\" target=\"_blank\" rel=\"noopener\">when I was younger<\/a>, I experienced pretextual stops, and they are terrifying,\u201d Bass told the LA Times \u201c\u2026 I think there\u2019s been progress there, but clearly more, more to go.\u201d<\/p>\n<p>The mayor also pledged to work with <a href=\"https:\/\/nypost.com\/2026\/04\/02\/us-news\/los-angeles-police-are-stomping-out-the-citys-scourge-of-street-takeovers-with-hundreds-of-arrests-this-year-lapd-chief-jim-mcdonnell-said\/\">Police Chief Jim McDonnell<\/a> on reducing police shootings and overhauling the department\u2019s disciplinary system.<\/p>\n<p>While Bass insists she remains committed to eventually reaching the 9,500-officer benchmark, she offered no timeline,\u00a0underscoring the reality that, for now, holding the line may be the best LA can do.<\/p>\n<p>As the June 2 primary election approaches, the incumbent is focused on persuading voters amidst a crowded field of <a href=\"https:\/\/nypost.com\/2026\/04\/01\/us-news\/meet-the-13-candidates-running-for-la-mayor-in-2026\/\">13 mayoral
