Meanwhile, rapid technological development draws an ever larger number of civilians into the expanding footprint of the war machine.<\/p>\n<p><a href=\"https:\/\/www.dawn.com\/news\/1976438\">Operation Epic Fury<\/a> \u2014 February 2026\u2019s joint US-Israel strikes on Iran \u2014 demonstrates how artificial intelligence has transformed modern warfare.<\/p>\n<h2><a id=\"digital-warrior-to-the-fore\" href=\"#digital-warrior-to-the-fore\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"><\/a><strong>Digital warrior to the fore<\/strong><\/h2>\n<p>Relying on AI systems that can rapidly analyse vast quantities of diverse data, the US Central Command <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/govciomedia.com\/iran-strikes-showcase-american-ai-drone-and-cyber-advances\/\">conducted an initial wave<\/a> of 900 strikes within a remarkably narrow 12-hour window in a feat that would have been logistically impossible under traditional human-centric planning.<\/p>\n<p>Such a spectacular speed of kinetic operations arises from integrating commercial AI systems, such as Claude AI, produced by technology giant Anthropic, into military intelligence platforms. These systems sift through satellite imagery, drone feeds, intercepted communications, and even social media activity, turning raw data into recommended targets within minutes.<\/p>\n<p>This, however, is not the only example of the use of advanced AI in the theatre of conflict.<\/p>\n<p>The Israeli Defense Forces (IDF), specifically the elite intelligence Unit 8200, has <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/lieber.westpoint.edu\/gospel-lavender-law-armed-conflict\/\">operationalised<\/a> two primary AI decision support systems: \u2018The Gospel\u2019 (Habsora) and \u2018Lavender\u2019.<\/p>\n<figure class=\"media  w-full sm:w-full  media--center    media--uneven  media--stretch\" data-original-src=\"https:\/\/www.dawn.com\/news\/1906679\">\n<div class=\"media__item  media__item--newskitlink  \">    <\/div>\n<\/figure>\n<p>The Gospel automatically identifies structural targets \u2014 buildings, equipment and key infrastructure \u2014 in enemy territory at breakneck speed. While a team of human intelligence officers might traditionally generate 50 targets in a year, by automatically extracting intelligence out of vast information troves, The Gospel can <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/theconversation.com\/israels-ai-can-produce-100-bombing-targets-a-day-in-gaza-is-this-the-future-of-war-219302\">generate<\/a> 100 targets in less than two weeks, allowing sustained high-intensity bombing.<\/p>\n<p><a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.hrw.org\/news\/2024\/09\/10\/questions-and-answers-israeli-militarys-use-digital-tools-gaza#_What_is_%E2%80%9CLavender%E2%80%9D\"><u>Lavender<\/u><\/a>, meanwhile, complements The Gospel by identifying suspicious individuals based on their social connections, communication patterns, and movement profiles.<\/p>\n<p>During the first six weeks of \u2018<a href=\"https:\/\/www.dawn.com\/news\/1782110\">Operation Iron Swords<\/a>\u2019 in the Gaza Strip during 2023-2024, Lavender reportedly <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/brill.com\/view\/journals\/ihls\/16\/2\/article-p336_003.xml\">identified<\/a> as many as 37,000 Palestinian men as potential targets for assassination. The system was often used together with the crudely named, \u201cWhere\u2019s Daddy?\u201d, an automated tracking program designed to alert military units when a targeted individual entered their family residence, facilitating strikes that, while precise in targeting the individual, also killed others around them.<\/p>\n<h2><a id=\"targeting-digital-hubs\" href=\"#targeting-digital-hubs\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"><\/a><strong>Targeting digital hubs<\/strong><\/h2>\n<p>The movement toward <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/blogs.icrc.org\/law-and-policy\/2025\/08\/21\/warfare-at-the-speed-of-thought-can-brain-computer-interfaces-comply-with-ihl\/\">\u201cspeed of thought\u201d warfare<\/a> \u2014 where AI identifies and prioritises targets faster than human cognition can process \u2014 paradoxically makes the sophisticated digital assets that enable it the most vulnerable targets.<\/p>\n<p>Consequently, a defining feature of the Iranian response to a war imposed by a joint US-Israel force has been the elevation of computing and data infrastructure to the status of a primary military target. In March 2026, the Iranian Islamic Revolutionary Guard Corps (IRGC) <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.justsecurity.org\/133685\/iranian-attacks-amazon-data-centers-legal-analysis\/\">struck<\/a> some premier data centres in the United Arab Emirates (UAE) and Bahrain. <em>The Guardian<\/em> <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/07\/it-means-missile-defence-on-data-centres-drone-strikes-raises-doubts-over-gulf-as-ai-superpower\">reported<\/a> this as perhaps the first documented instance of a nation-state deliberately targeting commercial data centres to degrade the military and intelligence capabilities.<\/p>\n<p>Primarily supporting key civilian services, such as banking and healthcare, these data centres are business-critical, unprotected, and often as large as small cities due to the enormous computing power they concentrate.<\/p>\n<p>And this is what makes them easy to detect and disrupt.<\/p>\n<p>They also depend on fragile local power grids and consume huge amounts of electricity, which means that if damaged, essential components such as transformers and cooling systems can take months to replace. One successful strike or outage could cripple AI services across an entire region for the duration of a conflict.<\/p>\n<p>It is for this reason that Iran published a list of \u201ctech targets\u201d, including facilities belonging to <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.aljazeera.com\/news\/2026\/3\/11\/iran-declares-us-israeli-economic-banking-interests-in-region-as-targets\"><u>Microsoft, Google, IBM, Nvidia,<\/u><\/a> and <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.aljazeera.com\/news\/2026\/3\/11\/iran-declares-us-israeli-economic-banking-interests-in-region-as-targets\">Oracle<\/a>. The Islamic republic argued that although civilian-owned, these structures are legitimate military targets due to their role as \u201cfunctional extensions of adversarial power\u201d.<\/p>\n<p>The move represents a \u201cHormuz Ultimatum\u201d in the digital age: blocking compute-flow for AI-enabled militaries, much like constricting oil flow through the Strait of Hormuz to adversarial economies.<\/p>\n<h2><a id=\"from-centralised-command-to-civilianised-war\" href=\"#from-centralised-command-to-civilianised-war\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"><\/a><strong>From centralised command to civilianised war<\/strong><\/h2>\n<p>To improve resilience, military planning frameworks, such as American global policy think tank <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.rand.org\/pubs\/research_reports\/RRA4316-1.html\">RAND Corporation\u2019s work<\/a> on AI-enabled warfare, are shifting toward distributed systems in which control is spread across multiple locations.<\/p>\n<p>Crucially, however, this decentralisation enmeshes military operations in everyday civilian infrastructure. The most glaring example of the \u201ccivilianisation of warfare\u201d is Pentagon\u2019s demand that Anthropic \u2014 an American AI safety and research company \u2014 lifts restrictions on its Claude AI model to allow for \u201cany lawful use\u201d, along with unrestricted access.<\/p>\n<figure class=\"media  w-full  w-full  media--left    media--uneven  media--stretch\" data-original-src=\"youtube.com\/watch?v=78rokeV6rNI&amp;source_ve_path=MjM4NTE&amp;embeds_referring_euri=https%3A%2F%2Fwww.dawn.com%2F\">\n<div class=\"media__item  media__item--youtube  \"><\/div>\n<\/figure>\n<p>When the company <a href=\"https:\/\/www.dawn.com\/news\/1976334\">refused<\/a>, US Secretary of War Pete Hegseth <a href=\"https:\/\/www.dawn.com\/news\/1983420\">labelled<\/a> Anthropic  a \u201csupply chain risk\u201d, expressing his view that any civilian technology is a strategic military asset and that non-cooperation is a blatant betrayal.<\/p>\n<p>And this is the boundary where civilian technology is coercively absorbed into the war effort.<\/p>\n<h2><a id=\"the-targets\" href=\"#the-targets\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"><\/a><strong>The target(s)<\/strong><\/h2>\n<p>The shift toward distributed AI and the reliance on commercial infrastructure has a chilling logical endpoint: the loss of protected status for the global technical workforce.<\/p>\n<p>As boundaries between commercial and military networks blur, civilian IT professionals supporting the digital foundations of an information-age military are being drawn into the legal and kinetic crosshairs. After all, under  <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/blogs.icrc.org\/law-and-policy\/2023\/10\/04\/8-rules-civilian-hackers-war-4-obligations-states-restrain-them\/\"><u>International Humanitarian Law<\/u><\/a>, civilians lose their protection from attack \u201cfor such time as they directly participate in hostilities\u201d.<\/p>\n<p>However, legal experts from West Point\u2019s Lieber Institute highlight that applying this rule to software engineers and AI developers is deeply ambiguous. Does the act of writing code for an AI system meet the threshold of direct participation, regardless of how the system is used? Does the engineer remain liable and hence targetable while the AI remains in military use? In a distributed AI spread across a diffused infrastructure can those involved in its maintenance be considered combatants?<\/p>\n<p>These questions are no longer merely theoretical. Tehran has already signalled regional headquarters and engineering offices of many AI companies as high-value targets.<\/p>\n<h2><a id=\"when-ai-turns-on-its-own-ecosystem\" href=\"#when-ai-turns-on-its-own-ecosystem\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"><\/a><strong>When AI turns on its own ecosystem<\/strong><\/h2>\n<p><em>You too Brutus!<\/em><\/p>\n<p>The arrival of ChatGPT, and the host of competing AI models it has inspired, has revolutionised the ability to \u201cspot and eliminate\u201d IT professionals or military operatives hidden within a general population.<\/p>\n<p>Modern AI technology can extract actionable information from vast amounts of biographical and social information that people share online, both knowingly and unknowingly.<\/p>\n<p>These systems can then cross-correlate this information with any raw intelligence gathered otherwise, including healthcare records, satellite imagery, and any traces of information linked to an entity of interest.<\/p>\n<p>An adversary can therefore design AI agents to build vulnerability profiles for every faculty member at a defence-linked university or every engineer at an IT provider, identifying potential risk scenarios for coercion or kinetic elimination.<\/p>\n<p>AI doesn\u2019t only enable warfare; it threatens to consume its own ecosystem. And this dangerous potential is amplified by the fact that AI can be a loose cannon.<\/p>\n<figure class=\"media  w-full sm:w-full  media--center    media--uneven  media--stretch\" data-original-src=\"https:\/\/www.dawn.com\/news\/1988898\">\n<div class=\"media__item  media__item--newskitlink  \">    <\/div>\n<\/figure>\n<p>Internal Israeli reviews for Lavender reported an accuracy rate of 90 per cent. While that sounds high, at the scale of the Gaza invasion, it wrongly placed roughly 3,700 people on a kill list, many of whom were <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.grip.org\/wp-content\/uploads\/2025\/04\/EC-2025-02-05-25-MI-IA-Israel-Gaza-version-finale-EN.pdf\"><u>journalists, human rights activists, or displaced persons<\/u><\/a>. Their behavioural patterns (such as frequently changing phone numbers) were misread by AI as signs of militant activity. Human oversight was minimal, <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.theguardian.com\/us-news\/ng-interactive\/2026\/mar\/15\/ai-defense-warfare-companies\"><u>reported <\/u><em><u>The Guardian<\/u><\/em><\/a>, adding that human operators often spent as little as 20 seconds reviewing a target recommended by AI.<\/p>\n<p>The rate at which AI works compresses time for human judgement, forcing commanders to rely primarily on computer-generated prioritisations instead of raw situational understanding.
