The responsible party has been contacted and is cooperating with the ongoing investigation, according to the agency.<\/p>\n<p class=\"dcr-130mj7b\">\u201cGiven the facts and circumstances known, the sheriff\u2019s office does not anticipate referring any charges to the prosecutor\u2019s office,\u201d the agency\u2019s added in a statement.<\/p>\n<p class=\"dcr-130mj7b\">Local residents had reported being horrified over the discovery, likening it to \u201cthe start of a horror movie\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt\u2019s a creepy mystery out here,\u201d <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/horror-movie-21-dead-canines-mysteriously-wash-ashore-washington-state-rcna266575\" data-link-name=\"in body link\">said<\/a> Olivia Cole, the fire chief of Guemes Island.<\/p>\n<p class=\"dcr-130mj7b\">Ellen Fitch, who found some of the carcasses, <a href=\"https:\/\/www.theguardian.com\/us-news\/2026\/apr\/04\/dead-canines-washington-state\" data-link-name=\"in body link\">told<\/a> a local news station that other residents were starting to make assumptions about what had happened to the canines. She recalled hearing rumors such as \u201cthey found wolves and foxes and coyotes\u201d \u2013 or \u201cthere were witches involved\u201d.<\/p>\n<p class=\"dcr-130mj7b\">Fitch said: \u201cThey\u2019re just exaggerating.\u201d<\/p>\n<p class=\"dcr-130mj7b\">In an email to the Seattle Times, Lt Jeff Willard from the sheriff\u2019s office said that the foxes were purchased as bait for crabbing.<\/p>\n<p class=\"dcr-130mj7b\">More common sources of crab bait are the head of oily fishes, such as mackerel and salmon, for their scent, and other sources of protein including chicken and turkey.
