You bring in a million new people in one year on the market and that\u2019s why you had that big, big increase in rents.<\/p>\n<p class=\"dcr-130mj7b\">\u201cAnd then, of course, everybody says, \u2018Oh, shit, what have we done? Let\u2019s back up real fast.\u2019\u201d<\/p>\n<p class=\"dcr-130mj7b\">Rising rental vacancy rates have dragged on apartment values, which had had a knock-on effect to home prices more broadly.<\/p>\n<p class=\"dcr-130mj7b\">Pomeroy says that, overall, slashing migration levels has had a positive impact on the housing market and affordability. But there have been less welcome consequences, most notably for universities which are closing down programs as their foreign student fee revenue collapses.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWhen you have an excessive move in one direction, as the pendulum swings back, there will be some impacts from that correction. Planning that doesn\u2019t take immigration into account is a problem<\/p><\/blockquote>\n<footer><cite>Carolyn Whitzman<\/cite><\/footer>\n<\/aside>\n<p class=\"dcr-130mj7b\">The collapse in temporary migration, focused on international students, has also triggered \u201chuge\u201d price falls in condominium values \u2013 in some cities in the order of 35%.<\/p>\n<p class=\"dcr-130mj7b\">\u201cPrices have been declining in Canada. There should have been, at the very least, a lot more student housing money, which there wasn\u2019t.<\/p>\n<p class=\"dcr-130mj7b\">\u201cSo you know, as crisis management, it [the change in policy] worked out. I won\u2019t say it worked out by coincidence, because the cause and effect was fairly straightforward. But there was very little evidence behind it.\u201d<\/p>\n<h2 id=\"both-societies-are-ageing-societies\" class=\"dcr-12ibh7f\">\u2018Both societies are ageing societies\u2019<\/h2>\n<p class=\"dcr-130mj7b\">Having lived in Australia between 2003 and 2019, Whitzman says the conversations around migration in the two countries are strikingly similar.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIn the broadest sense, both societies are ageing societies. They need workers. They need cheap workers.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThey need folks to, you know, be in the service sector to pick fruit or work in hospitals. But they aren\u2019t providing enough housing for people to live in cities and be essential workers.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Nathan Janzen, the assistant chief economist at the Royal Bank of Canada, says the dramatic boom-to-bust swing in migration of the past few years is \u201cunprecedented\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe have seen ebbs and flows, and we have seen waves of immigration before, but not to this extent.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Janzen says it is \u201cfairly widely recognised here that immigrants bring huge benefits, and that there are costs to reducing the levels\u201d \u2013 not least that migrants typically bring much needed youth to ageing populations.<\/p>\n<p class=\"dcr-130mj7b\">Cuts to Canada\u2019s permanent migration stream have not been as severe, and there have been carve-outs for agricultural and construction industries which rely heavily on temporary workers.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt has been viewed as an adjustment \u2013 a pause to let housing supply and public services catch up,\u201d Janzen says.<\/p>\n<figure id=\"77237318-affc-4051-8c52-9da84b2cce18\" data-spacefinder-role=\"richLink\" data-spacefinder-type=\"model.dotcomrendering.pageElements.RichLinkBlockElement\" class=\"dcr-47fhrn\"><gu-island name=\"RichLinkComponent\" priority=\"feature\" deferuntil=\"idle\" props=\"{&quot;richLinkIndex&quot;:53,&quot;element&quot;:{&quot;_type&quot;:&quot;model.dotcomrendering.pageElements.RichLinkBlockElement&quot;,&quot;prefix&quot;:&quot;Related: &quot;,&quot;text&quot;:&quot;Sydney and Toronto had equivalent home prices, then Canada\u2019s crashed. Canada\u2019s total population is expected to shrink in 2026 for the first year on record, which will drag on how quickly real GDP expands.<\/p>\n<p class=\"dcr-130mj7b\">But Janzen says \u201cwhat really matters is how each individual household or worker is doing\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The economy expanded through 2023 and 2024 as the population boomed, but Canadians were struggling.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe essentially had a per capita GDP recession over really a couple of years and a two percentage point rise in unemployment\u201d to around 7%, Janzen says.<\/p>\n<p class=\"dcr-130mj7b\">In contrast, while GDP growth didn\u2019t look strong in 2025, \u201cunder the surface we had the first per capita gain, and that\u2019s what really matters for the typical household\u201d.<\/p>\n<p class=\"dcr-130mj7b\">The weaker jobs market also meant the country was slashing migration when the economy was not struggling with labour shortages.<\/p>\n<p class=\"dcr-130mj7b\">Janzen says demography mattered more than simply the number of people in the country.<\/p>\n<p class=\"dcr-130mj7b\">\u201cIt\u2019s tied more to the average age of the population than to the size of the population.
